ちょっと時間は経ってしまいましたが、W3C から 「FEED Validation Service」 がローンチされてます。といっても中身は 「FEED Validator」 なんですが。ただ、W3C では FEED Validation Service の API （Feed Validator Web Service API） を公開していて、SOAP を利用して Validation Service を外部から利用できるようになっています。
Launch of the W3C Feed Validation Service, a free syntax checker for feeds in formats such as RSS and Atom. Building upon the open source software feedvalidator, this service also acts as a Web Service with an open API.
ちなみに、W3C FEED Validation Service はオープンソースの 「Feed Validator for Atom and RSS」 を利用しているそうです。
